Abstract

The closure of schools due to the Covid-19 pandemic had a negative impact on student learning outcomes. Due to the deficit created, the resumption of in-person classes posed a challenge to education systems, but above all to school professionals. This article aims to identify the differences in perceptions between teachers and management teams (pedagogical coordinators and principals) about the experience during the pandemic period. The research field was four public elementary schools located in vulnerable areas with good educational indicators in Fortaleza and Sobral (Ceará). With the theoretical contribution of public policy implementation, we sought to identify whether there was cooperation or tension between the implementing agents. The qualitative study analyzed the discourses of teachers and managers to identify how this challenge was perceived and addressed by professionals. We observed a dynamic process of adaptation, marked by cooperation between agents. The culture of collaboration, already consolidated by Literacy Program at the Right Age (Programa de Alfabetização na Idade Certa – Paic), was an essential resource for facing the crisis.
