Abstract

This article describes the main characteristics of the neoliberal quasi-market model of education implemented in Chile in the early 1980s. The model produced deep inequalities, which have been reduced by successive policies of democratic governments from the 1990s onwards. However, there are structural limits that have prevented a deeper change in the organizational bases of the system. The importance of social movements and public deliberation in the changes made and the approval of new laws aimed at education as a social right is analyzed.
